The Shelter tells the story of a pack of homeless dog-people who stage an uprising inspired by the canine version of Diogenes. Of course, instead of easing their plight, the protest only makes things worse. The dogs who run the city declare homelessness illegal and open the Shelter, where strays are either fostered out or put to sleep. In the end, the most unlikely pair of bitches must come to the rescue.
